Abstract

The Government of Gayo Lues Regency needs to create a healthy housing environment for the people of Kutapanjang District so that the predicate as a slum area does not grow. One of the efforts is to create a healthy housing environment through the livable housing program. This study aims to describe the role of the Perkim Office of Gayo Lues Regency in implementing a healthy housing environment for the people of Kutapanjang District through the habitable housing program. Problems in implementing the livable housing program are complex. This is due to various obstacles, such as: 1) lack of coordination between existing SKPKs; 2) The minimum amount of available budget; and 3) the existence of nepotism/proximity factor in program implementation and participating activities become obstacles in its implementation. This research uses the theory of Biddle and Thomas. The method used is qualitative research, where data collection techniques are through observation, interviews and documentation studies. The results of this research indicate that the role of housing and settlement areas department of gayo lues regency in the implementation of a healthy housing environment for the community of Kutapanjang District has not run optimally

Abstract

The aims of this study is to find out Implementation of Policy for Granting Funds Based on Permendagri No. 123 of 2018 concerning Guidelines for Granting Funds and Management Procedures Sourced from the Regional Budget at the Bureau of People's Welfare, Regional Secretariat of North Sumatra Province. This study used a qualitative approach. Based on the description of the research results that have been described in the previous chapter, the author draws conclusions in accordance with the problems studied regarding the Implementation of Giving Policy Grants Based on Permendagri No. 123 of 2018 concerning Guidelines for Granting Funds and Management Procedures Sourced from the Regional Budget at the People's Welfare Bureau of the Regional Secretariat of the Province of North Sumatra. The policy implementation process has been running in accordance with permendagri No. 123 of 2018 is still at the stage of making and submitting proposals. However, in its implementation towards perfection there are still obstacles, especially in the process of implementing policy implementation. These obstacles arise from internal and external factors in terms of several aspects, namely communication, resources, disposition, and the Bureaucratic Structure that still greatly influences the course of the policy implementation process. Among other things, there is still a lack of socialization and coordination in the sector in charge of the affairs of the grant aid fund. Whereas the coordination aims to determine the process of implementing grant assistance policies in the fields of Religion, Education and Institutions. Socialization and Coordination activities have not been carried out optimally so that the results are not optimal.

Abstract

The aims of this is Implementation of Medan Mayor Regulation Number 27 of 2020 Concerning the Implementation of New Habits Adaptation to Covid 19 Pandemic Conditions in Medan. This study use qualitative research. The result show tha the New Habit Adaptation Policy in the Corona Virus Disease 2019 (covid 19) Pandemic Condition in Tanjung Mulia Hilir Village, Medan Deli District, is still not running optimally because there are still some people who are not obedient to government regulations. Forming crowds or crowds or gatherings so that this is an unpreparedness of the community in following the adaptation of new habits in the Tanjung Mulia Hilir Village, Medan Deli District.
